Bill to regulate IVF clinics passed in Lok Sabha
The Assisted Reproductive Technology (Regulation) Bill, 2020 that proposes the establishment of a national registry and registration authority for all clinics and medical professionals serving in the field was passed by the Lok Sabha on Wednesday. Union Health Minister Mansukh Mandaviya shared that a number of suggestions of the Standing Committee have been considered by the Government to improve the legislation.
ART Bill 2020 outlines the need to prepare standard operating procedures to ensure “uniform costs” and “global quality standards” across India and a monitoring body to prevent the “commercialisation” of ART services. “Many such ART clinics have been running without regulation. A need was felt for regulation of such clinics as there are implications on health of those who undertake the procedure,” the health minister informed the House.

According to the bill, ART clinics and banks will have to be registered under the National Registry of Banks and Clinics of India and will act as a central database. Further, state governments will appoint registration authorities for facilitating the registration process that will be valid for five years and can be renewed for a further five years.
While the bill was welcomed, questions were raised on the exclusion of live-in couples, single men and the LGBTQ community from the ambit of the Assisted Reproductive Technology (Regulation) Bill, 2021.
